As far as I know it's an offer. Nothing can be signed officially until the right date. Same as an offer of an early pro. It would be like an agreement in principle.

Well as I understand we have a few goalies available for 21s next season but pretty thin on the ground for 18s. I’d have thought Young will be on loan or 21s, leaving just Metcalf for 18s. Makes sense they want to keep Cowan.
