No they are specifically held back for every match, you can't see the gap because fans migrate into that section from elsewhere. They opened them up for Reading because it saved them selling in the PC for just a couple of hundred. See screenshot below, this was at about 10:30 on the morning of the match even though the South Stand had been showing as no availability since the start of the week.

Well it’s obviously in jest, but I’d much rather be up in the gods than front row where you have no perspective of the game unless it’s in the 18 yard box

Front row you're seeing what the players see. You can generally hear what they are saying to each other, when the play is in your area, I just think it's a better experience than being up with the gods. Better on the sides than the ends though. That's why I was always in the paddock at Roker Park.
