I'd imagine one would be given preferred bidder status - assuming both would be able to pass the EFL requirements.

The crypto-knobs being unlikely to pass the EFL requirements rules them out as nothing more than a publicity stunt, so whoever the other bidder is - if there even is one - should have a clear run at it.

The no-nowts over the road are guessing as per usual and backtracking from their previous positions.
