Why would it need EFL approval if it's only 39% of the shares and not a takeover?
The Premier League and the EFL both apply an ‘Owners and Directors’ test to football clubs. The tests, whilst forming part of separate Regulations, are substantively similar in their requirements, and are applicable inter alia to owners of clubs (whether in direct or indirect control of the club), directors and officers of clubs and any associated persons who are themselves directors of a company incorporated under the Companies Act 2006. Per the FA’s Policy on Financial Regulation, the tests are designed “to meet standards greater than that required under law so as to protect the reputation and image of the game”. The test therefore stands alongside – albeit separate to – the ordinary directors duties and obligations which apply under English law.
 
Now I’m no business man, but if there has been previous contact, what part of an ongoing sale should take five weeks?
There was a tweet (I forget who by) saying we hadn't entered an exclusivity period yet. Not an expert on takeovers (we all should be after season upon season of this speculation mind) but that suggests there's still a fair bit of work to do. If it's an outside party presumably they'd want to do full due diligence, no idea if that's before or after exclusivity is granted but it could be one reason for it taking a few weeks

Who is replacing them seems to be the moot point if its not KLD who.

As long as don't get ISIS mark 2 I am not bothered.

We need to spend lots on players to stay in the Championship, even more will have to be spent to get us to the Premiership. Then even more to stay there.

Owners need deep pockets!

I doubt it. Never got the impression that kld was looking to bank roll us to any ridiculous levels. I'd imagine the budget for next season will already have been agreed and will be sufficient for the aim of trying to consolidate us in the championship, hence speakman trying to temper expectations in his interview. Any takeover could, in theory, give us a bit more wriggle room in January if we look at risk of the drop but I imagine they'll crack on with the current plans for now, it might just mean we can be more ambitious in future seasons (depending on FFP of course)
Be brave, think much higher than this…we are Sunderland and run professionally we can prosper quickly….

That was SD and CM stating that that they have not signed an exclusivity agreement and open to other offers……
