It’s an impossible job for them. When any team makes signings you don’t just want them to be a good fit now but a good fit in the future as well.
Future ambition for the richest clerb in the world has to be top 6 but how many players who will be a good signing for a top 6 club are going to sign for one in a relegation battle?

I don’t see any other option for them but a 2 stage rebuild and then shipping out the players not good enough will be near impossible if they are on massive wages.

They'll have to do it in multiple stages. There won't be a shortcut for where they want to be. They'll end up having to sign players they know aren't good enough for the long-term, and they'll have to overpay to get them. Once they get to a certain level, you start shipping those out and replace with next level players gradually, if and when you can attract them.
