You're mostly right but I think he means that even some time served tradesmen (who may be, fair enough, very skilled) can also knock out some shocking work. That is probably because they don't give a fuck though.

Agreed, some time-served tradesmen can be R.A.F. (rough as fuck).
But there will also be the individual's skill level/competence within his trade, but not giving a fuck is another aspect too.
