PS4 Blue light of death.

Has anyone had this problem? My console is recognised by my TV and powers up but the light does not go solid and turn on. Also can't start it is safe mode it just powers down. I've seen that CEX can do repairs for about £50-60 but I'd rather see if there is something I can do beforehand. Cheers
