This is what i think, it was obvious straight away that she wasn't the UCO they suspected in the first episode so i think she's been planted by Ted on the quiet. Would explain why he's been looking so shifty.
I'll be distraught if Ted turns out to be a bent copper, not on my watch!

Hargreaves is higher rank. Ted is superintendent and he is chief superintendent I think it was said. Either way when they had a spat ted called him sir. That was a series or two ago though so anything could happen, Kate has managed to be promoted twice in two years on the back of fuck all.
Well, Kate did turn into some sort of terminator in the last episode of series 3.
