Probley because the lights are hidden.that's the fella! Couldn't see any hidden lights on it though, or a big sign board in the back like that. And there was only one fella in it, thought they had to have two?

I don't think there's any requirement to have two officers, but I couldn't give you a definitive answer.
They're usually uniformed in unmarked traffic cars to allow them to complete stops, I'm pretty sure it's still a requirement that a constable performing a traffic stop wears a police uniform anyway. Could be there was a marked unit at another junction to pull anyone that was flagged on the ANPR.
So the Police drivers are allowed to be distracted by viewing a monitor in the car whilst driving but the public wouldn't be. Due care and attention ?

Real question here.No. Most RPU are single crewed. ANPR camera. Most RPU cars have one to rear and one in front window. Checking for everything really, mainly insurance and any intel markers placed on vehicles.

If its unmarked and the basic premise is to remain off the radar to a a degree, why plonk a massive ANPR camera on the roof to give it away

It's like Russian Roulette mate. I like to give it laldy up the hill and crest the rise well over a 100mph never knowing if the cops will be there.It's mental that people still bomb along there.
