What kind of family has a combined income of £22k? Are you including kids under 16 in that family? Only one person is responsible for the council tax (in effect) so if the others want to chip in then that's up to them. I can confirm that my 26 y.o son chips in the square root of fuck all! I will concede it can be indirectly regressive.

It makes sense, with a reduction for kids, OAPs, work shy etc.

Be nice if they had the same egalitarian approach with Income Tax, I bet I'd be quids in.

Bloke on £16k full-time, missus on £4k part time. Some money for the bairn as well I guess.

I pay the best part of £800, but in honesty it should be more, councils need more money

I lived at home and I received a poll tax bill so I had to attend an interview at the local town hall. I ended up not having to pay anything.

It isn't as bad as VAT though, as Council tax is tiered by house value.
