Network rail manage some stations, operators manage others.

So the Government will accept fees that they know are impossible to meet time and time again and it's the fault of the companies?

If it's a public service let the best company run it for free as it's the public who should be benefitting from it.

Virgin provided assurances it was viable. If they can't add up then they shouldn't be in the business

The 3 operators who ran East Coast seemed to think the fees were acceptable, when they first took out the franchises.
 
The system as it stands is simply one of asking private operators to own the risk of providing services. Sometimes those operators make a profit, other times they don’t and hand back a franchise at the first opportunity.

But the ECML was handed back without penalty. They should have been made to run it for a lot longer.

I agree...seems nonsensical.

The only other operators I can think of who could take it on are Arriva, First, Go Ahead or National Express and I’d be surprised if they do as it sounds like a poisoned chalice
