Starc and Cummins regularly drop under 90, the point is - if he can bowl over 90mph the odd ball then he can be effective. He could be used sparingly so that he keeps his pace and fitness, the whole idea is that he would offer something different to what we have. All the others aren't able to bowl 90mph any ball, no matter how hard they try. In fact, they're more likely to drop into the 70's and so having someone who even when labouring bowls 82-87 is a big plus on someone who is 77-82 regularly.
I think it's also worth considering too, that Australian conditions are very friendly to Fast bowlers - I remember during the last tour Sky doing a piece on the difference in pace through the air in warmer, steamier climates.
He is classified in Playfair and on Cricinfo as 'Right Arm Fast' so regardless of what you or I think, the statisticians have him down as being 'out and out quick'.
