if he did say that then he should do the honourable thing and resign.
If he isn't happy with the way things operate with regards to transfers and he isn't happy with the squad he has been given then I'd respect him for walking away from it.
If he isnt happy with it but stays in his job then he should get on with it and take his share of blame for todays days events and any other events that unfold.
I will be surprised if he walks anyway. However, if we get relegated he is trying to give a perception that his capacity to stop it from happening was limited. By pushing the spotlight on Congerton having a big say in player recruitment policy, he is trying to walk away with as much as his reputation entact as possible if the shit hits the fan.
Whether he is entitled to play the 'Congerton card' is a subjective thing, I guess.

For me, if he stays on then its an acceptance of the situation and he remains equally as culpable for on field performance as the DoF and board.
