Happens all the time tho, just in some instances the police send out warnings as a safety measure so they don't get knocked for missing it...easier to apologise to an app developer (and have it brushed under the carpet) than a zillion angry parents
As a rule, stuff like this is almost ALWAYS a hoax (by competitors mainly...)

The least they should do is withdraw the warning or apologise.

It's scary that anyone would think it rational or acceptable at any level to respond like this to a warning.
Given police and child protection resources are not unlimited and it's not helping children to damage people and businesses who are completely innocent, why the fuck would it be OK to just sling out a warning without checking?
