How do they fund stuff like that? I saw something about the Italians having new ones nearly every game, but I don't recall how they paid for it?

Nope. For some of them it's a full time job, they sell merchandise to fund displays and create new flags (generally 10% of all sales go towards their match day displays). Plus they collect in the stands each game.
Most of their banners/flags (even the big ones) are hand painted.
Lazio's Irriducibili even have their own radio show
