Building walls

Just in the process of building one like (well planning stages) I want to build in right around the edge of my garden

Anyway I have a few questions :-

1. How deep should the foundations be?

2. How high can you realistically build a single layer one like

3. Would I need planning permissions?

Trouble with fences is things like next doors kids and footballs would mean holes and stuff

I want to keep the fuckers out

He is also about 6ft 7 or something retarded... meaning i need the wall higher than that to stop him looking in

i dont have enough patience to build a hedge

i have a problem and i am going to solve that problem with a massive wall
