Default putting an offer in on a house

so the advert for it says its priced low for a quick sale
is this just to put me off sticking a low bid in ??? it's my first time
    *coyly plays with pigtails*
so its all new to me
it is lower priced than most in that area, but im thinking of offerring 5k less to see what they say, i dont know if agents advertise houses as " low priced to sell quickly " just to put people off from lowerring an offer

aye but they may not like hteir neighbours anyway so

    reet then, lower it is
this is all a bit scary, the family in the house were in no hurry to leave so i reckon they'll refuse and hold out for a better offer ( im willing to go for the asking price but ya know - would help me a lot to get a lower mortgage )
