Good point about Tevez, that will set them back a lot before they even think about improving.
I think they would be able to tempt players from German and Italian clubs like, despite Inter winning it last year it seems unlikely you'd get much European success at those clubs now and the Italian league had lost a lot of it's glamour and attraction and Germany has never really had much anyway.
The true elite are Barca and Real, Man U can't even keep their players if either if those two come calling and City are nowhere near Utd in terms of reputation or prestige.
I just don't see City tempting their big players, they might be able to get a fringe player like they did with Robinho or one who is being edged out of the team like Toure*, but if Barca or Real want a player to stay they won't go to City IMO.
*I personally think Toure is a lot better than Busquets, but Barca clearly wanted to play Busquets instead, possibly to have a local in the team?
