A bit of budgeting is needed though, but I think they are targeting the wrong people both in principle and financially.

It looks to me like they are going to target everyone, it's just a case of waiting your turn.

Also, I think it has to be done as the alternative, going bust, would also impact upon everyone but with less scope for recovery from thaqt position.

I don't know very much though and might be wrong. I'm going to cook myself a pot noodle.
