Some might suggest it is precisely the input that managers of Reids ilk had into transfers in those days that has changed things around.
I think you'll find that managers are kept at arms length to avoid the proliferation of brown bags stuffed with used notes.
Bids have to be made officially by one club to another not cosy chats between managers. It's even more so the case with those clubs that are publicly listed because of the accountability re expenditure, hence why levy is so prominent at Spurs, because he answers to a BoD.
