Make councils self-financing
Replace central govt financing and council tax with a local tax rate.
Or replace VAT with a local sales tax.
Either way it would soon put a stop to the 200k+ exec salaries and we might even see some innovation.

Only downside would be the millions wasted on consultants to set it up......badly
