Put yourself in Ellis Short's shoes....
You are a successful American, millionaire businessman who's been persuaded by an Irishman with the gift of the gab to invest in an English football club.
You know very little about football, or running a football club so arrange for the Irishman to stay on as Chairman initially and continue to run the club while you get up to speed with the game.
You enjoy your new plaything and want to take a more hands-on role so ask your Chairman to focus on International development while you take over as Chairman, but results on the pitch aren't up to scratch, the fans aren't happy with performances over the last year and it looks increasingly likely a key decision will need to be made over the day-to-day running of the club.
You can keep the manager who's already in place but, even though he's made a profit in the transfer market, reduced the wage-bill and also achieved respectable league positions; it looks increasingly likely that he's lost the plot - to continue with him will mean almost certain relegation which would see crowds (and income) dwindling and would be a disaster for the club.
You still rely on the Irishman for advice but the previous managers he's recommended haven't filled you with complete confidence and you think your beginning to get a grasp of what it takes to produce a successful team.
Most of the fans want Martin O'Neill, but he's been out of the game for a few years and it would probably take a lot to persuade him to come back into club football... he's a posibility but you want to explore other options.
Mark Hughes has been mentioned, but although he has a reputation for organising teams, he also has a reputation for negative football and again, you haven't got complete confidence in him - he's Welsh after all (he might even get the Wales International job now that it's become suddenly vacant).
You want your manager to be someone you can relate to, someone who's on your wavelength, knows his football, has had previous success in the game but is also hungry for a new challenge.
Step forward Bruce Arena - fellow countryman, a success in the game on the International stage and having achieved success with LA Galaxy back home in the MLS. Surely you could convince him that the real challenge and sense of achievement would come from success in the Premier League - the best league in the world and the home of football - for the same reasons you yourself chose to invest in a Premier League club rather than an MLS club.

Aye lets appoint someone whos never managed in the prem fuck has he even managed outside of the usa. And having watched the usa when he was manager they had a rep of being a bit by the numbers and boring to watch if im mistaken.
