Refunds via Paypal
I paid for an engine via Paypal almost 6 weeks ago. Still no engine.
I've had various excuses as to why the engine has never arrived. Delayed because of the threatened fuel strikes, then he said he didn't realise it hadn't been delivered, then the delivery company had lost the engine, and finally the engine was damaged in transit and was being returned to him to check last friday and he would let me know what damage was caused.
I said I wanted a refund as I'd been waiting too long, and couldn't risk the engine being damaged internally. He said ok but it would be today when I get the refund(I asked on Thursday) as he wouldn't be around on Friday to do it. Yet he said he would be around on Friday to check the engine damage.
Today I've text the guy to remind him to do the refund, and he says it's with his accounts department. If he has an accounts department why couldn't he ask them to do it on Thursday/Friday when I asked?
Anyway, I think this guy is stringing me along.
What the crack when paying for things through Paypal? Can I request a refund or raise a dispute? I didn't buy the engine through ebay. He sent me invoices via Paypal which I paid.
This could all be genuine mind, but I just have this gut feeling he's been pissing me about.

Give him till the end of the week then open a dispute.
However looking at this you are going to have to wait 45 days to do so.

No it says you can do it 'within' 45 days.

open the dispute now regardless of what he says, this will immidiately hold the moeny off him at his end, this usually gets people's arses in to gear. after 45 days has gone you can't do fuck all.
If you want a refund escalate the dispute aswell.
dont wait any longer and do it asap. good luck
p.s the seller will know 45 days you can't do fuck all so is trying his best to fob you off till then.

open a dispute asap paypal can take the money of him if they,re not happy most sellers shit themselves when this happens because without paypal they,re mail order business is threatened...i did the same with some furniture £600 up front opened a dispute got my money back

I didn't realise but it's something like 41 days now!!
I made payment in two parts (£380 in total), so I've raised disputes against both payments.

Not sure or not whether the cash actually needs to be in his Paypal account or not in the first place. They generally freeze the money relating to the dispute, but if he's already transferred it from Paypal to his bank account I'm not sure how they could go about getting hold of it if a refund is needed.

They could just take it out of his bank.
If he doesn't have the cash, then I presume paypal refund me my money and they chase him for it.
The seller has got in contact with me and said they've initiated the refund and it'll take 5 days for Paypal to get the money back to me.
But I've just been thinking, surely if they've issued a refund via Paypal then Paypal would of notified me to say there's been a refund and it'll take 5 days.
