It helps the deal go through quicker and the player doesnt get a cut of the transfer fee, hence the club or Ashley get more.

Any time a popular player unexpectedly leaves a club this reason is spouted so that the supporters feel better.

I imagine Ashley told him that he wouldn't be leaving unless he put a request in. Not exactly the same as Carroll ultimately wanted to leave but no doubt Ashley was over the moon with the offer that came in for him.
