"Any motor vehicle that is on a public road is required to display tax and the registration plates. Covering the vehicle could prevent both from been seen and this could be an offence.
It would not be illegal to cover the vehicle as long as the tax and registration plates could be seen. Clear plastic panels could be used in the appropriate places to enable the registration plates and tax discs to be visible."
Taken from the Police National Legal Database - Frequently Asked Questions website.
although how the fuck they could ever do owt about snow is beyond me.

Re: Car Windscreen Covers, Technically, Are They An Offence?
I know it's technically an offense to have it not visible but do coppers even look at tax discs any more?
I thought part of the idea of putting them all on one database and issuing fines automatically was so they didn't need to actually physically check tax / insurance etc

Seriously, what is the point of the road fund licence ?
It is tax that penalises those who do fewer miles. It costs millions to administer but to what effect ? Put (another?) 5p on a litre of fuel and bin the RFL.

Surely they'd check the registration plate. No chance could they hold anything against you from covers/snow.
