Could they have evolved to a level that we are at now? With a 20 million year head start could they have achieved space travel by now?

I read an article in the paper the other day that said if dinosaurs had survived they'd be very much the same today

Difficult question to answer, they ruled the earth for a much longer period of time than people realise yet apparently didn't evolve much in the way of brains in that time. More than likely though they wouldn't have evolved wily human-like intelligence though, probably just been more efficient hunters etc.

Bottom line is, unless there was an evolutionary advantage to developing a bigger / more advanced brain then no.

As others have said they had no reason to evolve beyond what they were. T-Rex may have grown slightly longer arms but...that's if they needed them.

climate and prey or the causes for evolution.

Don't think so mate! Giant tortoises haven't changed in many millions of years, there's quite a few animals like that. Weird innit.
