They were in one of the groups of 6 teams, came second with 22 points from 10 games and a +16 goal difference and weren't deemed one of the 4 best runners up.

England and Belarus had 17 points from 8 matches and belarus only had a +5 goal difference.

It's because their results against the bottom club andorra don't count, they got 6 pts and +8 goals from their 2 games with them - sorry i've answered my own query.

6 of their points and +8 goal difference came against sixth place Andorra. The results against 6th don't count for the play off calculations so 16 points. They managed to lose in the Faroes so only have themselves to blame.
