Adam is a man with no position in my opinion. He does little to nothing defensively and so can't play the anchor man yet to get the best of him you have to play through him. He's not mobile enough to play off a lone striker and that would limit the progressive passing options open to him anyway. Campbell is a Championship player.
Scott Parker, while a decent player, will be 32 in October and has limited time left at the top. Not worth the money he'll go for, at least not for a team under construction. Same applies to Upson.
I reckon there's value to be had in the French and German leagues as there doesn't seem to be many players who look head and shoulders above the rest in the Championship.
Also, while Bruce's buys have been middling at best I reckon his use of the loan system is one of the most progressive in the division. I do think Bruce has massively underperformed but it's the one area in which he's done very well.
