My broadband is Virgin over a BT line. I am being throttled badly on the evenings and now afternoon on Newsgroups, yet not at all on torrents. Will it be Virgin doing this, or BT who Virgin will be leasing the line from?

I’m on Virgin Cable 10Mb, newsgroups generally throttled until 1 a.m. now for me, still get everything I want overnight but I’d love their unlimited to truly mean unlimited.
Sadly I’d be lucky to get 2 megs with anyone else as I’m miles from an exchange.
defo ISP I get highest between 1:00 a.m. and 8:00 a.m. with Virgin although you can sneak in the odd hour here and there before they notice
I still manage to d/l over 40GB per night

My understanding of the way virgin are doing the throttling is that they're only monitoring the standard ports. My newsgroup provider offer alternative ports & I would guess most others would as well.
