So, it's made by some fella who's credited at the start as the director and is made as a promotional video for the new single by the popular recording artist MIA, which she hopes will hit the charts.

I believe the video is allegorical (or metaphorical, or sometihng along those lines). Imagine that instead of ginger hair, all of the people being chased/shot/blown up had brown skin... given MIA's Tamil background, if she's had much to do with the video then it's more than likely a reference to recent events in Sri Lanka.

It's about how a minority are persecuted and killed. Genocide still goes on in some parts of the world. Showing the persecuted group as a bunch of carrot tops rather than a group of Muslims or whoever else will probably get the message across better.
