Help needed
A mate of mine has had his house done up on one of these decent homes schemes. Kip been totally gutted and unliveable during the work. He's dossed down at a mates yet still the council have been taking the rent whilst he work has been carried out for over 3 months.
Anyone know if the council can legally do this and on what basis?
