    Kinesio tape, used a lot now. Offers support for tired/painful muscles. I'm assuming he has a sore neck.

    Health and safety wouldn't allow him to wear the bolts in his neck ( a la Frankenstein ) so they put the tape on instead.....otherwise his head comes off.

    Probably covering a rather nasty boil .. which represents what his country is on the arsehole of the world! I believe the Russians and other ex-iron curtain racist bastards use it quite a lot.
