Immigration, or concern about it, was aired in the house of commons by the then conservative government in 1952. It was shelved because they couldn't find a way of stopping blacks (at that time from the West Indies) from entering this country while at the same time condenming South Africa for its apartide. In the late 1940's the Atlee government came very lose to immigration control. Many arguments were put forward in favour of and against immigration, it is not a new issue.
