They don't even have to be corrupt, there are plenty of other reasons why it could be very attractive to be friends with a veto-wielding UN Security Council member.

I never said any thing about that. I was questioning your use of the words legitimate and legal in relation to Chinese deals with African governments as you will see if you care to read. No need to get so defensive.
