The FOB invasion servers are turned on September 1st.
Metal Gear Online which us the team vs team multilayer isn't turned on until October as that is handled by Kojima Productions LA and is sopposedly that big it's like an expansion.

I haven't come across one of those yet. I do know a few of my troops around mother base whinge about lack of supplies etc I wonder if that makes them wander.

Nah the description says find the soldiers from old motherboard and then there is a small red circle within the area on a random road where they should be as if they were a sniper team or something but no one is there.
