26 I think.

You need to do Vanguard ROCs and bounties to level up with the a Vanguard and get Marks to buy legendary armour. You'll be 28/29 in no time and upgrading to 31 from there.

Not enjoying the game once you're at 20 tbh.

Any sort of heroic content you try to do is full of braindead cancerous idiots, its really hard to enjoy the game :/
